CANADA COURT DECLARES MQM A TERRORIST ORGANIZATION

Judge Orders Deportation of Pakistani Party Chief

Canada, 18 July 2007 (National Post): The head of the Quebec branch of a Pakistani political party is facing deportation after the Federal Court of Canada ruled he belonged to an organization [Muttahida Quami Movement (MQM) led by London, UK-based Criminal Terrorist Altaf Hussain] that committed terrorism.
The judge upheld the deportation of Mohammed Kashif Omer, a resident of Montreal, on the grounds he is a member of the Muttahida Quami Movement or MQM. [The MQM terrorist party is based in Karachi, Pakistan. MQM is a crime partner of Pakistan Muslim League (PML-Q), another terrorist party based in Pakistan. Criminal Terrorist Shaukat Aziz is the head of PML-Q. Criminal Terrorist Tyrant Pervez Musharraf, a mass murderer of thousands of innocent citizens of Pakistan and Afghanistan, is the President of both the MQM Mafia and the PML-Q Mafia].
It is the second time this year Canadian courts have ruled the MQM party meets the legal definition of a terrorist organization.
Mr. Omer is one of dozens of Pakistanis whom Canadian immigration authorities are trying to deport because of their involvement in the MQM.
Despite being blamed for the kidnapping, torture and murder of its political rivals in Pakistan, the MQM has opened a Canadian branch called MQM-Canada.
Members of the group have worked on Conservative election campaigns, met [Canadian] Prime Minister Stephen Harper and recently hosted a [MQM] conference in Calgary [Canada].
Conservative MP Art Hanger spoke at the June 8-10 MQM-Canada convention, which was attended by several Pakistanis who are being deported for their alleged involvement in terrorism. Mr. Hanger said he did not support the [MQM] group. Conservative MLA Shiraz Shariff also attended. He said yesterday he was unaware Canadian courts had deemed the MQM a terrorist organization. "Why are we as a nation then allowing them to have a congregation here?" he said.
Among the speakers at the convention was Mr. Omer, who presented a report on the "achievements and future strategy" of the Montreal office of MQM, according to the [MQM] group's Web Site.
Mr. Omer has no immigration status in Canada. A Canada Border Services Agency spokesman, Erik Paradis, said the court ruling means that the deportation order against Mr. Omer is now in effect.
The MQM is a Pakistani political party that is part of [unconstitutional, illegal, self-appointed] President Pervez Musharraf's ruling coalition. The Canadian MQM branch has never been accused of illegal activities but in Pakistan the party has been blamed for widespread violence, most recently in May [2007] when gunfights between the MQM and anti-government demonstrators left more than 40 dead.
MQM officials deny any role in attacks and say they are victims of misinformation spread by Pakistani authorities. Canada's Security Intelligence Review Committee has been looking into complaints from MQM members that immigration authorities have unfairly branded them as terrorists.
Mr. Omer came to Canada in 1998 and was granted refugee status but in 2005 immigration officials said he could not remain in Canada "because he knowingly and for a long period of time belonged to an organization that has engaged in terrorism."
In Pakistan, Mr. Omer had been a member of the MQM and its student wing from 1987 to 1998. He denied any involvement with the MQM in Canada but eventually acknowledged he was in charge of the MQM's Quebec office.
The Immigration and Refugee Board said: "Mr. Omer's reasons for trying to hide that, in Canada, he is responsible for the Montreal section of the MQM-Canada lead me to believe that he knew that his party was committing many violent acts."
He appealed the decision to the [Canada] Federal Court, arguing that the MQM is not a terrorist organization and that the violence was committed by rogue elements in the [MQM] party, but the court was not convinced.

PAKISTAN Tehreek e Insaaf (PTI) Chairman Imran Khan has urged British Prime Minister Gordon Brown to take notice of criminal activities of MQM Quaid Altaf Hussain in the light of British laws on terrorism.In a letter written to Brown, the PTI called the PM’s attention to the activities of Altaf Hussain, who was granted the status of a British citizen after he had fled from Pakistan as a fugitive from justice.Imran wrote that at the time of Altaf’s arrival in London, he was facing 234 registered criminal cases including 44 murder charges and 18 torture charges. The PTI chief alleged that the Muttahida Qaumi Movement (MQM), the party headed by Altaf was controlled in ‘mafia-style’ with his word being the law. Detractors faced the ultimate punishment - death - carried out through the private armed force maintained at his Karachi barricaded headquarters known as Nine Zero, wrote Imran to the British premier. Holding Altaf Hussain responsible for the May 12 mayhem of 2007, Imran wrote that on Altaf’s order, his party was involved in the May 12, 2007 carnage in Karachi where 48 people lost their lives and 200 sustained bullet wounds, including 10 workers of the PTI.He added that Altaf-led MQM later went on to physically disrupt court hearings of this incident.Besides, alleging Altaf’s involvement in the recent killings in Karachi, Imran wrote that most recently, and at a time when the MQM was a coalition partner in the federal and provincial governments, Altaf Hussain (sitting in London) sought to incite ethnic violence and vigilantism by calling on his supporters to arm themselves and fight ‘Talibanisation’ a label he tried to put on the two million Pashtun workers of Karachi.Imran wrote that as a result 36 people were killed over two days of violence and when the Sindh inspector general of police implicated the MQM in his inquiry, they demanded his immediate removal.The PTI chief further wrote that in 2007, on two occasions, the Federal Court of Canada ruled that the MQM met the legal definition of a terrorist organisation and its members could not be given political asylum, adding, “the US State Department web site describes the MQM as a violent organisation”.

In his letter to Brown here on Thursday, he said that most recently Hussain (sitting in London) sought to incite ethnic violence and vigilantism by calling on his supporters to arm themselves and fight “Talibanisation” – a label he tried to put on the 2 million Pushtoon workers of Karachi.

On the one hand British authorities held Pakistani students without any considerable proofs but on the other hand it conducted no investigations into the activities of Hussain despite his public criminal record in Pakistan, PTI Chairman said.
“Or does the loss of Pakistani lives through acts of terrorism incited by a British national hold no relevancy for the British government?” Imran posed question.
He said that it is this duality of standards which is losing the US and Britain the war for hearts and minds in Pakistan and thereby undermining their efforts to combat terrorism

Amir Khan’s open letter

Chairman of his faction of Mohajir Qaumi Movement (MQM-Haqiqi) Amir Khan has questioned as to why media and country’s intelligentsia is not discussing the ongoing operation against MQM-Haqiqi that was started in 2002 and resulted in the death of over 600 innocent people so far.In an open letter issued to media on Monday from his cell in Central Prison Karachi, the detained MQM-Haqiqi leader denied that Haqiqi leaders and workers entered into Mohajir areas in army trucks and jeeps, saying it was in fact the then MQM chairman Azeem Ahmed Tariq who invited the Army to protect themselves from the wrath of the masses.He said that an impression was being given that Muttahida Qaumi Movement was unaware of the military operation against it. In fact, he alleged, prior to the launching of military operation, several meetings between Sindh government officials, forces’ representatives and Muttahida leaders Azeem Ahmed Tariq and Saleem Shahzad were held in which Muttahida assured full support to government in its operation against anti-social elements in Karachi.He said that all civil and military authorities including Benazir Bhutto, Nawaz Sharif and ISI carried out operation against Muttahida.“During 1991 and 92, Karachi was in the grip of terrorists, who had created a state within the state. They used to deprive people of their income, lives, honour and properties without any fear of law or retaliation. Policing had failed in Karachi and recovering the bodies packed in sacks was a routine matter,” he said.Throwing light on the failure of operation against Muttahida, he further claimed that a secret agency was openly favouring Muttahida and in connivance with that secret agency, the operation was later targeted towards innocent people.He claimed that the 1992 military operation, which had ended within a few months of its start, was being recalled to create a divide between the people and the Pakistan Army.Giving details of his and other leaders’ separation from Muttahida and forming MQM-Haqiqi, he said actually they were against Muttahida’s policies.“But when we resisted, we were not only subjected to severe torture but several of our supporters were killed, their families were evicted from their homes and their houses were burnt to ashes,” he charged.And in 2002, when Muttahida supported the dictatorship of Musharraf, a military operation was launched against MQM-Haqiqi, Amir Khan claimed, adding that it was still continuing during which 600 workers of MQM-Haqiqi have so far been killed and hundreds are behind bars.“We were told by Sindh Home Secretary Brig (rtd) G.M Mohtaram in 2002 that Muttahida has assured Musharraf of his support in exchange of launching an operation against MQM-Haqiqi. We were asked either to surrender or go into exile and when we refused, reign of terror was unleashed against us,” he said.In the end of his letter, Amir Khan urged the media not to present one-sided “propaganda” against them without verifying it from MQM-Haqiqi and said it would be unfair and against media ethics to malign Haqiqi in its representatives’ absence and without seeking their opinion.
